Yes, they are taxable and does not fall under the ag exemption.  Under Texas Comptroller rules, a portable building, which the rules describe as a self-contained structure that doesn't need a foundation to function (a tool shed is the example given), is tangible personal property, so its sale is taxable. The state rate is 6.25%, and cities, counties and other local districts can add up to 2 percentage points, for a maximum combined rate of 8.25%.

The tax is generally due on the full price, including delivery and set-up, even when those charges are listed separately on your invoice. Your exact rate depends on where you live, so use the Comptroller's rate locator or ask your builder.
